- Whether all Ceres regional depot staff have been transferred to the Paarl office; if not, why not; if so, (a) what are the relevant details, (b) when was the decision implemented, (c) where was it negotiated, (d) what is the full list of employees (inclusive of underaged children affected), (e) what are the demographics of the affected employees and (f)(i) for how long is transport assistance offered and (ii) why not for a longer period;
- whether due processes has been followed to dispose of public-works stock and/or property at the Ceres offices; if not, why not; if so, (a) what are the relevant details and (b) what processes were followed;
- whether the process to dispose of stock was advertised; if so, (a) where and (b) when;
- whether he and his Department can provide a detailed list of the disposed items, including the prices paid for each item; if not, why not; if so, what are the relevant details?
1. No Ceres regional depot staff were transferred to the Paarl Office.
(a) The two regional offices amalgamated in the new Roads organisational structure and all staff of the two regions were matched and placed in the new regional structure. The Ceres administrative office was closed. Office bound staff members who previously worked at the Ceres Office, now work at the Paarl Office, whilst still staying in Ceres and the surrounding areas. Two (2) staff members have, on their request, been assisted so far to relocate to the Paarl and one (1) staff member was transferred to the Oudtshoorn Office.
(b) The decision to close the Ceres Office formed part of the new Organisational Design for the Branch: Roads which was implemented on 1 April 2020.
(c) The closure of the Ceres Office was consulted during 2019, as part of the new Organisational Design for the Branch: Roads, and further in May 2021at a Special Meeting of the Co-ordinating Chamber of the PSCBC for Western Cape Province (CCPWCP), as well as an Ordinary Meeting of the CCPWCP in June 2021.
(d) The full list of the affected employees is:

(e) The demographics of the affected employees are:

(f) (i) The transport is being offered for a period of 12 months.
(ii) The period is as mandated by the Head of Department. Transport is normally not provided between place of work and home.
(2) No stock or property was disposed of at the Ceres depot. Stock remains part of the Paarl Offices and the office was situated on rental property. The rental agreement was terminated by the owner. Due process was followed to dispose of old redundant and excess assets.
(a) and (b). The Departmental disposal policy was followed by Supply Chain Mangement. The method of disposing of the assets was first evaluated by the disposal committee. The assets were then offered for sale in a lot.
(3) No stock was disposed of. Redundant assets were advertised on the Electronic Procurement System (EPS) on 17 June 2021. The advertisement closed on 21 June 2021. The reference to this specific event on EPS is TP3634.
(4) The items were not advertised and sold individually, but rather in a LOT. The highest quotation offered on EPS was R4350. The attached EXCEL-Workbook depicts a listing of the items disposed of.
