What is the status update on the investigation by the Western Cape Police Ombudsman of the case where a victim of sexual assault in Khayelitsha Site B was told by to “investigate her own complaint and that she did not look like someone who went through such a traumatic ordeal” and (b) what is the expected date of the conclusion of this report?

Answer Body: 

The Western Cape Police Ombudsman (WCPO) informed me as follows:

12.     (a)   The complaint was referred to the WCPO in terms Section 16 (2) of the Western Cape Community Safety Act of 2013 (Act 3 of 2013) by Minister Fritz due to the media coverage given to the alleged incident.   Since the victim was not known, the WCPO was required to source further information. After enquiring from the Journalist, who covered the story, it was established that the victim did not want any further investigation or intervention from the WCPO.  

          (b)   No investigation is conducted since the identity of the complainant is not known.
