With regard to the outbreak of COVID-19 and the possibility of a third wave, as well as the policy response to de-densify those informal settlements that are highly congested:

  1. What are the (i) names and (ii) budget allocation of the areas identified for de-densification in the province, (b) what time frames were placed for undertaking and completing the de-densification in each of the identified areas and (c) for each area, what progress has been made with the completion of the de-densification?
Answer Body: 

In the metro,  the areas of Du Noon, Greater Kosovo, and the Airport Precinct were identified for re-blocking projects, forming part of our province’s Rapid Informal Settlement Support and Upgrade Programme (RISSUP).

(ii) The budgets for these areas are: Du Noon (R175 million); Greater Kosovo (R500 million),   and the Airport Precinct (R3.136 billion).

  (c ) These projects are multi-phased, and the projects will therefore run over multiple years.

(d)In terms of progress, Du Noon is currently undergoing planning and packaging, Greater Kosovo is at an advanced stage with land acquisition concluded for Phase1. The development framework was prepared for the entire development expected to yield 10 500 housing opportunities. All planning approvals are expected in 2022/2023. The Airport Precinct is expected to yield 8000 housing opportunities.   Construction has started in September 2020 for a portion of the development and completion expected in 2023.
