With regard to his Department’s expenditure in the period between 2009/10 and 2020/21:

      1. (a) What are the details of housing projects implemented during this period, including the (b) number of residential units, (c) number of serviced sites and (d) money spent per project after completion;

 

      1. what (a) are the names, (b) are the areas, (c) is the number of informal settlements upgraded on site and/or relocated and (d) are the costs related to the upgrades and/or relocations during this period;

 

      1. (a) what are the (i) total hectares and (ii) details of well-located land acquired and zoned to create housing opportunities and (b) what is the (i) size, (ii) erf number of the land acquired, (iii) cost of purchase, (iv) number of residential units and/or service sites erected on the acquired land and (v) date of completion and (vi) place of handover that took place during this period?

    2 (a)(b) During the period of 2009/10 and 2020/21 my department upgraded a total          of  62 informal settlements.  Table 1 below depicts the number of informal settlements       upgraded and housing opportunities created in the period 2009-2020 per district and                the details per municipality and informal settlement.

 

   2 (c) The 62 informal settlements upgraded during this period include approximately 17 628 units via Phase 4 of the UISP Programme as well as 25 287 serviced sites via Phase 3    of the UISP Programme.

 

 

 

 

 

   2 (d) The total costs related to the upgrades were R1 324 962 875.00.

  3(a)(i) The total hectares amount to 132 ha. 

 

 3(a)(ii)  The properties are in Philippi, Hout Bay, Killarney Gardens, Gugulethu   and Overstrand.  Some of the projects, such as the land parcels acquired in Gugulethu as part of the Southern Corridor Airport Precinct Project, have progressed into construction already.  Other parcels, such as those acquired in Hout Bay, Philippi and the Overstrand municipal area, are still in the early planning stages with conceptual planning underway. It is expected that development rights for all sites would be in place by 2023.  It is envisaged that construction will commence in phases on each site as development rights are finalised, and construction budgets are made available.  

 

3(b)(i)  Please see the attached list of the 51 properties.  The Department recommends that the detail of the erven should not be provided as it could lead to the invasion of the properties. See Annexure B

3(b)(iii) The total cost of land purchase is anticipated to amount to R210M  at this stage. 

 

3(b)(iv)Nil to date, due to the projects still being in the planning and or construction packaging phases.

 

3(b)(v) As per the above item 3 b) iv), none of the projects have been completed yet.

 

3(b)(vi)As per the above item 3 b) iv), no transfers of title deeds have occurred yet.
