What (a) programmes, (b) projects or (c) other means of support to residents does her Department offer to improve the levels of computer literacy in the province?

Answer Body: 

(a)   The Rural Library Connectivity Programme (RCLP) provides free internet facilities at more than 228 rural libraries in cooperation with the provincial Broadband Initiative.  The RCLP plays a major role in increasing opportunities for rural communities through modern ICT technologies.  Rural libraries are connected to the internet and this enables library users to connect to the internet and use the computers free of charge.  In many libraries there are ICT Cadets and Library Aids who assist the public and train them in the use of the computers to increase computer literacy levels of the community

(b) (1) The Bergrivier Municipality has implemented the ICAN-Learn project in the public libraries.  I-CAN LEARN is an initiative of the Western Cape Government’s (WCG) Department of Economic Development and Tourism, in partnership with IBM and Google, that provides digital skills courses to the public.  

(2) The Microsoft Global Skills Initiative South Africa has partnered with some public libraries to offer free online learning opportunity to job seekers. Those who complete the training will receive Microsoft certification. 
 
(c) The Western Cape Library Service staff provide training to public librarians in the use online resources to enable the librarians to in turn improve the levels of computer literacy of the public
