Social Development
(1) Whether the House of Magda Safe Haven has been accredited as an old-age home; if so, what are the relevant details;
(2) whether the Tehillah Community Collaborative has been accredited as a drug rehabilitation centre; if so, what are the relevant details;
(3) whether a Health and Safety Inspector has visited these facilities; if so,
(4) whether a copy of the report can be made available; if not, why not;
(5) whether a Fire Safety Inspector has visited these facilities; if so,
(6) whether a copy of the report can be made available; if not, why not;
(7) whether any of these facilities received funding from her Department; if so, what are the amounts per facility;
(8) (a) what social services have been implemented at the (i) House of Magda Safe Haven and (ii) Tehillah Community Collaborative, (b) how many staff members are currently operating at each of the facilities and (c) what are the qualifications of the staff members;
(9) what are the qualifications of a certain person, whose name has been furnished to her Department for the purpose of her reply, to run these facilities?
(1) The house of Magda Safe Haven has not been registered as an Old Age Home in terms of the Older Persons Act, No. 13 of 2006. The facility is not operated as an old-age home, but rather as a shelter for homeless persons. Various vulnerable groups are accommodated in the shelter such as families with their children, adults, older persons and persons with disabilities;
(2) Tehillah Community Collaborative is registered in terms of Section 19 of the Prevention of and Treatment for Substance Abuse Act Act 70 of 2008.
The Department re-assessed the Centre early in 2021 again for re-registration and the assessment was done in terms of all the prescribed norms and standards as part of the registration process. Tehillah runs a residential/inpatient program with a six- week treatment cycle for male and female service users. They have obtained full registration with all of the necessary zoning and occupational health and safety certification in place as required by the Act.
(3) The Department of Social Development is aware that a Health and Safety Inspector from the City of Cape Town visited the Safe Haven facility and the rehabilitation centre in 2018;
(4) A copy of the report for the Safe Haven and rehabilitation centre is not in the possession of the Department of Social Development; The necessary certificates were issued by the municipality for the rehabilitation centre.
(5) The Department is aware that a Fire and Safety Inspector from the City of Cape Town visited the Safe Haven and the rehabilitation centre in 2018;
(6) A copy of the report for the Safe Haven and rehabilitation centre is not in the possession of the Department of Social Development;
(7) The Western Cape Department of Social Development’s Older Persons Programme does not fund the Safe Haven;
Tehillah Community Collaborative is funded by the Department’s substance abuse program office to employ social work professionals and related costs for the residential/inpatient treatment program for adults and early intervention services. The total amount allocated to Tehillah for the current financial year is R1 277 365.
(8) (a)(i) The Older Persons Programme does not implement social services at Magda’s Safe Haven, since it is not an Old Age Home (ii) Tehillah Community Collaborative renders a residential/inpatient treatment program and early intervention services for substance abuse.
(b) During a visit in 2018 about 29 staff members and volunteers were at both facilities. Tehillah Community Collaborative specifically has 8 staff members to manage the service delivery for substance use disorders.
(c)the rehabilitation centre was re-assessed again for registration in 2021. The qualifications of staff members at the Safe Haven are unknown but include Finance Manager; Administrator; caregivers; security staff and general workers;
The staff at the drug centre consists of registered social workers, social auxiliary workers, a professional registered nurse, enrolled nurse and enrolled nursing assistant.
(9) The Director of Tehillah Community Collaborative is registered as a Professional Nurse.
