With regard to the Department’s Deferred Ownership Programme:
- Whether construction at the pilot project at Cape Agulhas has begun; if not, why not; if so, (a) what are the relevant details and (b) how many homes will be built;
- what type of support will his Department offer prospective homeowners entering into rent-to-buy contracts with sellers;
- how much funding has been made available for this programme in the (i) 2021/22 and (ii) 2022/23 financial years?
6.1 The construction of the houses has not yet commenced. The final costings and typologies are currently being resolved between the Municipality and the Implementing Agent. A total of 60 houses are planned to be constructed comprising of Finance Linked Individual Subsidy Programme (FLISP) units and Deferred Ownership units.
6.2 The Municipality and the Implementing Agent will provide the necessary support and education to prospective beneficiaries both in terms of the FLISP and Deferred Ownership Units. The Department will be providing support to the Municipality in the terms of the property management function and framework of the Deferred Ownership Programme.
6.3 (i)A total amount of R10 million has been allocated for the 2020/2021 financial year and was rolled over to 2021/22 financial year. (ii)An additional R15 million has been made available for the 2022/23 financial year.
