Whether all vehicles used by police officers and SAPS officials in the province are fitted with a tracking system to track and monitor (a) usage as per garaging authority and (b) unauthorised use during stand-by or off-duty; if not, why not; if so, which stations (i) comply and (ii) keep an AVL report to record the misuse of state vehicles?

The South African Police Service informed me as follows:
6. (a) No.
(b) (i) In general, all stations comply. AVL system utilisation is monitored continuously and where necessary, sent to the line functionaries for intervention.
(ii) Upon identified misuse, AVL reports are obtained and investigations are conducted.
