Regarding the revised food relief tracking system referenced at the budget briefing to the Standing Committee on 18 March 2021:

 

  1. (i) What are the aims, (ii) the timeframes for development, (iii) the participating stakeholders and (iv) best practices that inform the development of this system and (b) how will the system support the work of non-profit organisations which offer food relief to vulnerable residents?
Answer Body: 
  1. (i) The Department of Social Development, in collaboration with the Department of the Premier have developed a Humanitarian Relief Dashboard Mapping system to track food relief in the province during the Covid19 disaster period. The Humanitarian Relief Programme Dashboard (HRP DB) provides a spatial representation at Local Municipal and Ward level of the distribution of food relief. The aim is to promote optimal co-ordination of food relief between different government agencies to ensure an effective spread of food relief to all areas in need and avoid duplication and/or wastage. Government datasets are updated on a weekly basis and the private sector/NGO data is updated as it becomes available.
  2. (ii) The tracking system is currently being updated by DSD in order to improve data quality and completeness, since the province does not have access to all NGO and private sector food relief data, and information received from different departments and municipalities is not always based on the same units of measurement. This update should be complete by the end of April 2021.

(iii) The main stakeholders providing inputs to, and/or making use of the system are:  1) Western Cape Education Department, 2) Western Cape Department of Social Development, 3) Western Cape Department of Local Government, 4) Western Cape Department of Agriculture, 5) Department of the Premier, 6) Local & District Municipalities, and 7) Private sector donors and Non-Governmental Organisations (NGOs).

(iv) The system is based on internationally standardised statistical and Geographic Information System (GIS) methodologies.

  1. The HRP DB is accessible to the general public via the Western Cape Government Covid-19 response portal and has a user guide to assist users to navigate through the data and tools. It is available to the NGO sector and assists planning and co-ordination work at various inter-agency forums, including the Western Cape Food Forum, where government and municipalities engage representatives of over 200 NGOs providing food relief in the province.
