Whether all of the PPE expenditure reported in the last Procurement Declaration Report adhered to National Treasury Regulations of local content, and/or local production; if not, (a) why not and (b) what are the details of those contracts that did not adhere to these regulations, including (i) names of suppliers, (ii) total value of expenditure per supplier, and (iii) type of PPE procured; if so, what are the relevant details?

Answer Body: 

As noted previously in my response to question 5 of Question Paper 8, 2021,  the Provincial Treasury is not able to report on local content compliance matters at this stage, given that this is unaudited information, (i.e. procurement processes have not yet undergone an internal or external assurance process). 

As also noted previously in my response to question 5 of Question Paper 8, 2021, local content requirements must be fulfilled for each procurement process undertaken in respect of a designated sector and for this reason this information cannot be attached to a supplier but to a process after a bid has been evaluated and certified as compliant by the South African Bureau of Standards. And so, the Member should request this information from each of the relevant provincial departments, as to where they are in respect of the local content verification process for tenders where this requirement is applicable
