With regard to the Western Cape Safety Plan:
(a) What is the detailed breakdown of expenditure associated with the Western Cape Safety Plan in (i) 2019, (ii) 2020 and (iii) 2021 to date, (b) what was the (i) budget and (ii) total breakdown of the expenditure for the (aa) recruitment, (bb) training and (cc) deployment of LEAP officers in (aaa) 2019, (bbb) 2020 and (ccc) 2021 to date?
(a) (i) The Western Cape Safety Plan was launched during 2019/20 and no expenditure incurred during 2018/19.
(ii) The expenditure for the Western Cape Safety Plan for 2019/20 was R122,615,413.00. This includes an allocation for the Law Enforcement Advancement Plan (LEAP), violence prevention programmes as well as the expansion of the Chrysalis Academy.
(iii) The expenditure for the Western Cape Safety Plan for 2020/21 was R158,162,148.00. This includes an allocation for the Law Enforcement Advancement Plan (LEAP), violence prevention programme such as the Youth Ambassador Programme as well as the expansion of the Chrysalis Academy.
(b) (i) (aaa) (aa) The Western Cape Safety Plan was launched during 2019/20 and no budget was allocated for 2018/19.
(bb) The Western Cape Safety Plan was launched during 2019/20 and no budget was allocated for 2018/19.
(cc) The Western Cape Safety Plan was launched during 2019/20 and no budget was allocated for 2018/19.
(i) (bbb) (aa) It should be noted that the LEAP recruitment and training is classified as one category. The budget allocated for the LEAP recruitment and training for 2019/20 was R19,955,815.00.

(cc) The budget allocated for the LEAP deployment for 2019/20 was of R147,608,685.00.
- (ccc) (aa) It should be noted that the LEAP recruitment and training is classified as one category. The budget allocated for the LEAP recruitment and training for 2020/21 was R 4,812,117.00.

(cc) The budget allocated for the LEAP deployment for 2020/21 budget was R547,000,000.00.
(bb) The Western Cape Safety Plan was launched during 2019/20 and no expenditure incurred during 2018/19.

(ii) (bbb) (aa) The expenditure for the LEAP recruitment and training for 2019/20 was R6,775,113.00. It should be noted that the low spend is due to the COVID-19 pandemic and lockdown Regulations.

(ii) (ccc) (aa) The expenditure for the LEAP recruitment and training for 2020/21 was R 685,353.00 as at 31 December 2020.
