With regard to the Schools Evaluation Authority:

  1. (a) How many reports have been conducted since its inception and (b) what were the topics covered in each;
  2. whether there are any noteworthy interventions that her Department will undertake as a direct recommendation of the Authority; if so, what are the relevant details?
Answer Body: 

6.       (1)     (a)    To date, 111 evaluations have been conducted:

  • February 2020 – March 2020: 8 Full Evaluations
  • August 2020 – June 2021: 78 Schools’ responses to Covid-19
  • August 2021 – November 2021: 25 evaluations based on full evaluations, excluding Learner Achievement.

(b)    Areas for evaluation covered in full evaluations:

  • Learner Achievement
  • Teaching and Learning
  • Behaviour and Safety
  • Leadership and Management
  • Governance, Parents and Community

When evaluations were repurposed to determine schools’ responses to Covid-19 in August 2020, Learner Achievement was excluded.

(2)     The Superintendent-General has appointed a Task Team in the WCED to deal with the reports as received from the Schools Evaluation Authority (SEA).  The chairperson is the Chief Director for Districts and has the following directorates represented:

  • Curriculum
  • School Evaluation
  • Institutional Management and Governance
  • Assessment and Examinations
  • Chief Directorate Districts

Each report received from the SEA is processed to the responsible District Director and respective Circuit Manager. Training has been provided to all District Management Teams on the various process flows to be followed once the rating of a school has been provided by the SEA.

The intervention plan is developed by the School Management Team (SMT), staff and School Governing Body (SGB), and shared with the Circuit Manager. The Circuit Manager works with the principal and SMT to develop and refine an Intervention Plan to address the issues raised in the SEA report.

The Circuit Manager monitors the intervention plan and reports are forwarded to District Director who ensures compliance and improvement on the matters raised by the SEA.
