With reference to his reply to question 5 of 26 November 2021:
- What is the progress as at the latest date for which information is available;
- whether the envisaged date of completion, previously scheduled for 7 July 2022, still applies; if not, what would the effect of further delays be on the ability of the Brandvlei Dam to store additional run-off water during the upcoming rainy season; if so, what are the relevant details?
1. The raising of the Brandvlei Dam Feeder Canal project falls under the Department of Water and Sanitation (DWS), as such, the Provincial Department of Agriculture and the Provincial Government of the Western Cape only have recourse in terms of imploring action through cooperative governance and the official Intergovernmental relations structures.
- On 11 February 2022 the MEC for Agriculture, Dr Meyer, conducted a site visit to the Raising of the Brandvlei Dam Feeder Canal construction site. Officials of the DWS; Directorate Construction South who are directly involved and responsible for implementation of the construction project were present. These DWS officials provided the following information:
- A total of 50 concrete panel sections were already raised or were in the process of being raised by 300mm. The 300mm raising is required to provide freeboard to prevent overtopping of the canal under peak flow conditions.
- The construction labour force comprises of 3 DWS construction labour teams of permanent employees and a locally recruited labour force of 32 people. The Occupational Health and Safety certification of the local labourers was still in progress.
- DWS in collaboration with the Breede-Gouritz Catchment Management Agency is in the process to finalise the criteria for the call for the application of water use licences.
- The projected completion date of the raising of the Brandvlei Dam Feeder Canal project is set for 7 July 2022.
