Community Safety
- (a) When was the decision to stop funding the community policing forums (CPFs) taken and (b) what was the rationale behind it;
- whether a copy of the minutes of the meeting at which the decision was taken can be made available;
- whether her Department sought any legal and expert advice before the decision was taken; if not, why not; if so, what are the relevant details;
- (a) what relationship does her Department have with CPFs in the province and (b) what are the details of the meetings that were held with each CPF over the past 12 months?
13.(1) (a) No decision was taken to stop funding the Community Policing Forums (CPFs).
(b) The Community Police Forum Expanded Partnership Programme (CPF EPP) came to an end on 31 March 2021. The Department developed an alternative funding model which is in line with the deliverables of the Western Cape Safety Plan to reduce the murder rate over the next 10 years. The Department was specifically responsible for the establishment of area-based teams (ABTs) as a methodology to ensure collaboration and cooperation between all role-players in the identified hotspot areas with high murder rates. The new focus of the Department was conveyed to CPFs at the Department’s engagements with all Clusters, held during February and March 2021.
The new CPF funding model was initiated at the beginning of the financial year. The Department invited all CPFs that had successful annual general meetings (AGMs), that have been certified after vetting of those elected, to apply to participate in the programme.
In terms of this programme, a substantial number of CPFs have been provided with project funding. To date, 91 CPFs have applied for funding; 78 of these applications were approved; and 67 of the payments were made, as all the required documents were submitted to the Department.
(2) As stated above, no decision was taken to stop the funding of CPFs. They can still apply and receive project funding from the Department, following a successful application process.
(3) It was not necessary to seek any legal and expert advice as no decision was taken to stop the funding of CPFs.
(4) (a) The Department has a continued partnership with CPFs in the province and currently focuses on enhancing the capacity and functionality of these Forums.
(b) Over the past two years (prolonged due to Covid-19 pandemic constraints), the Department attended and facilitated 151 successful AGM elections for CPFs. Officials from the Department also met with CPFs to inform them about the new funding programme and to assist them with their applications. In addition, the following 47 CPFs requested and received CPF induction training:

In addition, the Department requested SAPS to facilitate the completion of the Community Police Forum Assessment tool by the 151 CPFs in the Province. This assessment is meant to assess the functionality of the CPFs in line with the SAPS Act, Act 68 of 1995, the interim 2001 CPF Regulations; read with the SAPS assessment tool. To date, the Department has received the completed assessment tools of 108 CPFs.
The Department has, during quarter 4, also embarked on presenting skills training workshops for all 151 CPFs in the province. This training was outsourced to a skilled service provider. Training sessions are attended and monitored by the Department. Eleven clusters have received the training up to date, with the five outstanding clusters that will receive the training before 31 March 2022.
The table below reflects the detail of the clusters that received the training, versus the ones that still need to be trained.
