With regard to his pronouncement in the SOPA 2022 that preparation is commencing for the Belhar and Klipfontein regional hospitals and detailed planning to enable a public–private partnership for the Tygerberg Central Hospital development has also begun, working in collaboration with the World Bank:
(a) What are the detailed updates of the planning to enable the public–private partnership for the Tygerberg Central Hospital, (b) what are the details of the collaboration with the World Bank, including the (i) number of meetings held, (ii) content of discussion, (iii) minutes of the meetings, (iv) details of the officials from his government who are engaging the World Bank and (v) details of the involvement of the national government in the process?
a) The feasibility study in terms of PFMA NTR chapter 16 is going to be submitted to National Treasury (NT) and National Department of Health (NDoH) during the month of April 2022. The feasibility study when approved by NT will allow the project to enter into the procurement phase.
(b) (i) Eleven (11) meetings were held
- The World Bank is providing technical assistance on certain aspects of the public-private partnership (PPP). The discussion relates to learning lessons from other health PPPs from around the world, understanding financing options and providing an independent review of the feasibility study that has been prepared.
- Detailed minutes are confidential as this information is market sensitive and may influence negotiations.
- The WCG is represented by a DDG and director from Provincial Treasury, and a DDG and CD from Western Cape Department of Health.
(v) Consultations with NT and NDoH have been going on since the beginning of the project. NT is responsible for the TA approvals and the NDoH has already endorsed the project
