With regard to the functioning of the Schools Evaluation Authority, which has already completed 111 evaluations:
(1) Whether copies and details of these evaluations can be made available; if not; why not;
(2) what is the total expenditure breakdown of the Schools Evaluation Authority per year from its inception to date;
(3) whether there are any vacancies in the unit; if so, what are the relevant details;
(4) whether the Schools Evaluation Authority conducted any work on the challenges of unplaced learners, overcrowded classrooms and learner transport issues; if not, why not; if so, what are the relevant details?
1) Yes, in order to be transparent and ensure accountability in our province’s schools, the reports are published on the Schools Evaluation Authority’s (SEA) website: http://seawc.gov.za/
(2) The total expenditure to date is as follows:
2019/20: R 1 800 710.41 (October 2019 to March 2020)
2020/21: R 3 854 933.52
2021/22: R 3 027 137.15 (April 2021 to February 2022)
(3) There are currently no vacancies.
(4) The mandate of the SEA is to conduct independent evaluations to support school improvement and to identify factors that impact on performance.
The evaluation instrument is standardised and contains the following areas of evaluation:
- Learner Achievement
- Teaching and Learning
- Behaviour and Safety
- Leadership and Management, and Governance
- Parents and Community
The SEA reports will reflect on challenges relating to crowded classrooms, unplaced learners and transport, if faced with them in their evaluations, however, they are not specific focus areas. For example, an overcrowded classroom may impact on learner behaviour and safety.
