With regard to social-housing provision in the province between 2014 and 2022:
(a) What (i) is the number and (ii) are the details of the companies that his Department has partnered with, (b) what is the number of housing opportunities provided by each company, (c) what are the details of assistance provided by his Department per social-housing project, (d) what are the details of the board members of each of the companies that his Department partnered with and (e) what is the number of persons that have been evicted from Communicare properties during the specified period?
(a) What (i) is the number and (ii) are the details of the companies that his department has partnered with
The Department entered into nine Cooperation Agreements with Social Housing Institutions and Other Delivery Agents (ODA’s) during this period. Co-operation Agreements are concluded with SHI’s and ODA’s in terms of the Provincial Steering Committee on Social Housings’ (PSC - SH) Terms of Reference (TOR). This requires projects to be recommended to the Minister for Affirmation, as well as to the SHRA, for CCG funding. The SHRA administers the CCG funding and therefore the SHRA enters into project agreements with the said institutions. The nine listed Co-operation Agreements with the Department are as follows:

- Urban Status Rentals: 512 units
- Povicom Community Housing Solutions: 104 units
- Communicare: 314 units
- Own Haven Housing Association: 180 units

(c) what are the details of assistance provided by his department per social-housing project?
Feasibility assistance and checks are provided to SHI’s and ODA’s prior to projects being presented at the PSC-SH to ensure that project requirements are in line with the Social Housing Policies, Norms and Standards. Projects are then presented at the PSC-SH for support and a submission is drafted to the Provincial Minister for Affirmation. The Affirmation letter is generated and provided to SHRA which enables the project to be further assessed and recommended for funding from the CCG which is administered by the SHRA. Geotechnical variance applications also provided from the SHI’s or ODA’s, to the Department, for assessment by the Engineering Department. Should adverse geotechnical conditions be determined, an engineering report is provided to SHRA for additional funding to address these adverse geotechnical conditions.

(e)what is the number of persons that have been evicted from Communicare properties during the specified period?
Communicare reports to the SHRA in terms of regulation and data is not housed within the province. They do however indicate that 12 evictions took place between 2019 – 2021 and 3 evictions are scheduled to happen between March – May 2022. No evictions took place during 2020/2021 due to the Covid related lockdown period. Prior to this period, evictions within Communicare’s social housing stock averaged at about 4.5 households per annum.
