(a) What progress has been made with the shifting of the Early Childhood Development function from her Department to the Western Cape Education Department (WCED), (b) what are the details of the functions currently undertaken by (i) her Department and (ii) the WCED and (c)(i) what has caused the delays in the migration of this function to the WCED and (ii) when will it be completed fully

  1. PROGRESS UPDATE
  • WC province has signed the provincial proclamation and was gazetted on the 25 August 2021.
  • DSD has transferred the contracts, litigation, SLAs and MOUs from DSD to WCED.
  • Close collaboration between DSD and WCED on all matters
  • Staff have been identified, consulted, and received transfer letters to WCED. The ECD directorate will be moving over to the WCED, except for three posts that will remain behind to mand anage After School Services (Partial Care).

 

  1. (i) & (ii)  FUNCTION DETAILS FOR THE SHIFT:
  • A provincial steering committee has been established in the province between the DSD, WCED and DoTP to manage the smooth transition from DSD to WCED. The components include HR, Labour, Legal services, Finance. Infrastructure and the Programme (ECD directorate). The co-ordination department is DotP.
  • Coordination on a national level, with institutionalized meetings to discuss progress wrt the ECD function shift. This includes workstreams for:
  • Legislation and contracts
  • Human resources
  • Finance and budgets
  • Movable and immovable assets
  • Data, information, monitoring and evaluation
  • Communication and stakeholder engagement
  • Implementation programmes
  • Coordination and close collaboration between provincial DSD and WCED to ensure smooth transition.
