With reference to the broadband roll-out of the provincial government:

  1. What is the total expenditure of the project for (a)(i) phase 1 and (ii) phase 2, (b) what is the detailed breakdown of the expenditure in terms of (i) infrastructure costs, (ii) labour costs and (iii) data-related costs;
  1. whether the provincial government owns the broadband infrastructure or rents it from the service provider;
  1. (a) how many sites are (i) in the metropolitan area of the City of Cape Town and (ii) outside the metropolitan area of the City of Cape Town metro and the surrounding rural areas;
  1. (a) how many schools and government buildings in the metropolitan area and outside the metropolitan area have been connected, (b) how many sites in total that are not buildings or schools of the Western Cape Government in the metropolitan area and outside the metropolitan area have been connected and (c) what are the details of these sites?

  1. Since the Western Cape Government is paying an all-inclusive amount to LTSA for the delivery of the broadband services, the Western Cape Government unfortunately does not have information regarding the detailed breakdown of the allocations to infrastructure, labour and data costs. This is confidential information related to the service provider’s internal business model.

[2] whether the provincial government owns the broadband infrastructure or rents it from the service provider;

The Western Cape Government broadband contract is a services agreement for the provisioning of layer 2 and layer 3 broadband network services and voice over internet services. The infrastructure to deliver the layer 2 services is owned and managed by the service provider [LTSA], which also uses the core links to offer similar services to other customers such as municipalities and other public, private or non-governmental organisations. The broadband project was specifically scoped and procured as a services agreement in order for potential bidders to develop a business model that did not rely on full recovery of the cost for the network build from the Western Cape Government and could therefore yield the most favourable price.
