  1. (a) What is the total breakdown of the expenditure on PPE supplies and other COVID-19-related expenditure in the municipalities of (i) Oudtshoorn, (ii) Knysna, (iii) Witzenberg, (iv) Drakenstein, (v) Stellenbosch, (vi) Breede Valley and (vii) Langeberg, (b) what is the detailed list of all the companies that provided PPE supplies, including (i) their BBBEE status, (ii) the details of the owners and (iii) the key focus areas of the business and (c) what rand value was awarded to each company for this expenditure;
  2. whether there was any competitive bidding for the supply of PPE; if not, (a) what process was followed to identify and select these companies and (b) if any companies formed part of the supply-chain database; if so, what are the relevant details;
  3. whether local companies in these municipalities benefitted from the business; if not, how did the locals, including residents and businesses, benefit from the PPE expenditure in their municipalities; if so, what are the relevant details?
Answer Body: 

The PPE supplies and other COVID-19-related expenditure in the selected municipalities were mainly masks, gloves, hand sanitizers, safety shields and infrared thermometers.

In most cases, a competitive bidding process was conducted, however, in cases where it could not take place a deviation process was followed, or quotations were sourced.

In general, there was a stimulation in the local economy since most municipalities utilized local companies for the purchase of their PPE expenditure. There was also a direct benefit from the PPE expenditure to the community in that most of the municipalities reported to providing food parcels to their residences and to homeless people.

A detailed breakdown of the expenditure and other required detail per municipality are attached in the annexures provided.  It should be noted that all personal information was removed for security purposes.

The following annexures depicts the detail requested in Question 1 sub question 1 [a] [i]-[vii] per municipality and outlines the information requested in sub question 1[b] [i]-[iii] and 1[c] including sub question 2 and 3:
