(a)   (i)What was the tender number for the Western Cape Broadband Roll-out Programme and (ii) how many companies applied for it and (b)(i) what was the process followed to select the service provider and (ii) what informed this decision and served as motivation for awarding the tender to the service provider?

Answer Body: 

[a][i] The tender number for the Western Cape Broadband Roll-out Programme was RFB_1161-2013

[ii] 8 companies responded to the tender

[b] [i] The SITA supply chain management process was followed to select the service provider

[ii] The SITA supply chain management regulations informed the decision on how to evaluate the bids. Bids were evaluated according to compliance to functionality criteria followed by a Price and B-BBEE Evaluation and the award was made to the bidder that complied with the required functionality criteria at the most favourable Price and B-BBEE score according to the 90/10 Preferential Procurement Policy Framework Act [PPPFA] principle.
