In the Premier’s address to the legislature on 22 October 2020, reference was made to a “comprehensive surveillance system” for food relief:

  1. What is the timeline for the roll-out of this system, (b) who are the stakeholders who were consulted for the development and implementation of the system, (c) what steps will be taken once a stunting baseline is identified, (d) how will the Province liaise with food relief agencies in this regard, (e) what is the amount allocated by her Department for “additional funding to food relief by community kitchens” and (f)(i) when and (ii) how will such funding transfers take place?
Answer Body: 
  1. What is the timeline for the roll-out of this system? The roll-out has already commenced
  1. Who are the stakeholders who were consulted for the development and implementation of the system? All municipalities in the province, the Western Cape Food Forum [which represents approximately 250 NGOs], all provincial government departments, and SASSA.
  1. What steps will be taken once a stunting baseline is identified? Available food relief funded by the province will be targeted at the communities where malunitrition and stunting are identified, and the individuals affected by malnutrition and stunting are supplied with additional nutrition support.
  1. How will the Province liaise with food relief agencies in this regard? The province will co-ordinate relief work through the Western Cape Coronavirus Co-ordinating Council-appointed Wellbeing Workstream, which reports back monthly to the Co-ordinating Council. The Departments of Economic Development and Tourism and Social Development also directly fund and work with NGOs to provide food relief to communities, as do several of the municipalities which participate in the Wellbeing Workstream.

[e] What is the amount allocated by her Department for “additional funding to food relief by community kitchens” –

The Department allocated an amount of R 10 million rand from November 2020 to March 2021 to provide additional support to community kitchens.

[f][i] When –

The initial R 4 million of the allocation will be released in November. The second tranche of R 4million will be released December 2020 /January 2021 and the final tranche of R2 million will be released in February / March 2021.

          [ii] How will such funding transfers take place?

Funding will be released to a co-ordinating NPO with whom we will sign a transfer payment agreement.
