Community Safety
With regard to the implementation of the Safety Plan and other crime prevention and safety initiatives in the province:
- (a) What resources have been provided, (b) what measures have been implemented in the various municipalities and (c) what are the details of the units that have been established or operated as listed on the website of the City of Cape Town (CCT);
- whether the units listed on the CCT website are the only units operational at the City of Cape Town; if not, what are the others;
- whether or not the units as listed on the CCT website are functional; if so, (a) what is the complement of staff per unit and (b) what is the financial cost per unit as from 2016 to date;
- whether these units are aligned with the approved Metropolitan Police Plan; if not, why not; if so, what are the relevant details?
15. [1] [a] The Department has allocated the following resources in the form of programmes and projects to implement the Safety Plan and other crime prevention and safety initiatives in the Province:
- Continued its partnership with the CoCT on the Law Enforcement Advancement Plan [LEAP]. To date a total of 455 LEAP officers have been trained and 438 are deployed.
- 15 Area Based Teams [ABT] will be established within the priority stations to contribute to the reduction of the number of murders, through data-led evidence-based law enforcement and violence prevention interventions. Interventions will be based on the local context due to the unique crime and socio-economic profiles within each police precinct. The project intends to draw learnings and best-practices which would be replicated to other areas to ensure a safer Western Cape to all its citizens.
- The Peace Officer Training Project will unlock opportunities for young people in the field of safety and security. The provision of accredited peace officer training will enable municipalities to strengthen their capacity to increase safety within their municipal areas in the Western Cape. The peace officers will also be trained to act as traffic wardens at busy intersections and pedestrian crossings like schools. For the 2019/20 financial year 400 peace officers were trained and over the 2021 MTEF period, 120 vulnerable youth will be trained as peace officers.
- The rollout of the Safety Ambassador Programme [SAP], which is an integrated intervention aimed at creating a number of work opportunities for young people, women and people with disabilities, while simultaneously assisting communities in the Western Cape to deal with socio-economic challenges as a result of the Covid-19 pandemic. Through the SAP, 1000 work opportunities will be created for a period of 12 months.
[b] The Department partnered with 5 district municipalities [Cape Winelands, Central Karoo, Garden Route, Overberg and West Coast] for the implementation of the safety plan and safety initiative projects. District Municipalities are required to align their safety initiative business plans to their Districts safety plans in order to address the local safety needs of each district municipality
The Department has facilitated safety initiatives in the 5 district municipalities from December 2018 to November 2019. A total of R5 million was transferred during 2018. The project continued, and for the period 01 December 2019 to 30 November 2020, the sum of R5,7 million was transferred.
In the last 2 years, this project has rendered increased benefits with the safety partnership initiatives being extended to a district municipal level. Notably, interventions at district municipal level have contributed to:
- Formalising safety priority needs and projects in the district municipal environment.
- Creating platforms of improved relationships between local and district municipalities.
- Joint problem-solving between the different spheres of government.
- Formalisation of Community Safety Forums through the District Safety Forum.
- Integrated development and implementation of District Safety Plans.
District municipalities are expected to cascade their safety initiatives to local municipalities. Presently, Chrysalis Academy graduates have been recruited as Disaster Risk Management volunteers at local municipalities as part of the Covid-19 relief response. The Covid-19 pandemic has illustrated how joint problem solving, coordination and service delivery is possible at a local level though the district municipal approach.
