With regard to supporting emerging SMMEs in the built environment:

(a) What policies does his Department have to support emerging historically-disadvantaged-owned SMMEs in the built environment, (b) can copies of these policies be made available and (c) how many emerging historically-disadvantaged-owned SMMEs were contracted by his Department between the 2016/17 and 2021/22 financial years?

Answer Body: 

(a) There are no policies regarding these programmes however SMME development is linked to Annual Performance Plan targets.

              At present the emerging contractor development programmes is being rolled out at all municipalities.

            The contractor SMME training programs entails the following: -

  • 5-day technical training programme
  • Finance for non-financial managers
  • Construction management
  • Project management

The Contractor development programme is aimed at emerging contractors and provides a basic overview of what the building industry entails, the legislation, technical aspect of building houses mainly low-cost housing, building patterns etc.

The department has partnered with the following institutions in the development of SMME’s: -

  • National Home Builders Registration Council
  • Construction Industry Development Board
  • Building Industry Bargaining Council
  • South African Revenue Services
  • Small Enterprise Development Agency

    (b)There are no policies regarding these programmes.
