With regard to the state of school infrastructure in the province:
1(a) What is the update regarding the rebuilding of the Sunray Primary School in Delft, (b)(i) how much has been spent to date and (ii) what amounts have been paid to a company, whose name has been furnished to her Department for the purpose of her reply, (c) what has caused the delays and (d) when will the rebuilding process be completed;
2. whether any renovations and maintenance projects have taken place at the Welcome Primary School near Athlone since 1994; if not, why not; if so, what are the relevant details;
3. whether there are plans to fix the fencing at the Welcome Primary School; if not, why not; if so, what are the relevant details;
4. whether any renovations and maintenance projects have taken place at the Easter Peak Primary School in Manenberg over the last 10 years; if not, why not; if so, (a) what are the relevant details, (b) what work has been done to (i) fix the three burnt classrooms and (ii) replace the sections of the school built with asbestos?
My department has informed me of the following:
(1) (a) The provincial Department of Transport and Public Works is in the process of finalising its procurement process for award of a Completion Contract.
(b) (i) The amount spent on the project to date is R71 269 765.78.
(ii) The amount paid to the contractor is R57 861 900.13.
(c) The contractor was placed in Provisional Liquidation on 4 February 2021. The building contract was cancelled on 25 February 2021. Subsequent to the cancellation of the contract, the project team had to reassess the value of outstanding construction work and procure a new contract.
(d) Duration of the construction work necessary to bring this project to completion is anticipated to be 6 months. The commencement of the Completion Contract is dependent on the DTPW completion of their procurement process. The DTPW will need to advise regarding their timeline.
(2) The records available to the department commence with the 2015/16 financial year. Welcome Primary School received planned, Preventative Maintenance, in the 2019/20 financial year. Construction commenced 3 March 2019 and was completed on 20 March 2020 with an overall cost of R4.1million.
The project scope of work comprised general maintenance, the replacement of a portion of the existing roof, the refurbishment of the existing ablutions, electrical work and the installation of a water management device.
(3) At present, Welcome Primary School does not form part of the list of schools where existing perimeter fencing will be upgraded or replaced.
We have received notification that the condition of the fence has deteriorated in some areas. We will conduct a Condition Assessment of the existing perimeter fence.
(4) No planned, Preventative Maintenance project has taken place at Easter Peak Primary School.
- Easter Peak Primary School is included in the list of schools identified to receive planned, Preventative Maintenance in the 2024/25 financial year.
- (i) 3 mobile classrooms were provided when the 3 classes burnt in 2017. Reconstruction of the three classrooms destroyed in the fire will be implemented in the 2022/23 financial year. We anticipate that construction works will commence in July 2022 and be completed in December 2022.
(ii) At present, there is no plan to replace the portions of the school built with asbestos-containing material. If any portion of the school built of asbestos-containing material becomes unsafe or dysfunctional, we will repair or replace it with other materials.
