With regard to the new homeless shelter to be established at the former Robbie Nurock Clinic:

1.(a) How much money will be allocated to the establishment of the homeless shelter and (b) over what time period;

2. whether a business plan has been approved for this project; if not, why not; if so, (a) what is the timeline for this project, (b) can a copy be made available and (c) what services will the facility provide once it is fully operational?

Answer Body: 

(1)(a) A total of R4,5 million.  

(1)(b) For 3 financial years and includes set up costs.     

(2) Business plan was received, but DSD and the NPO are still negotiating on certain aspects of the plan.

(2)(a) The plan is to ensure that this project is operational by the end of March 2023.    

    (b) Yes it can be provided as soon as negotiations have been concluded  

    (c) The Department of Social Development is committed to ensuring that shelter service is delivered in ways that help people who are homeless to gain access to essential and basic social services that promotes their dignity. Furthermore, to ensure public value for funding and to ensure that shelters meet acceptable standards. Services to be rendered include:

  • Ensuring that beneficiaries are to be provided with accommodation.
  • Social Worker to provide psycho-social support.
  • Support interventions to rehabilitate and reunify homeless adults back into their families, communities of origins and society. Reintegration and aftercare services.
  • The social functioning of beneficiaries will be stabilized and strengthened.
  • Social and economic skills will be developed to assist beneficiaries to find employment for sustainable livelihoods.
