Community Safety
(1) What measures has the SAPS taken to equip its stations with the necessary additional sampling kits in preparation for the increased volume of testing;
(2) whether the SAPS has enough trained officers to administer the sampling kits; if so, (a) how many officers have been trained and (b) where are they stationed in the province; if not;
(3) whether there are additional officers being trained; if so, (a) what are the relevant details and (b) how many;
(4) what measures has the SAPS taken to ensure that the additional testing arising from this Act does not further contribute to the DNA backlog in the province?
(1) Additional kits have been ordered in preparation for the increased volume of testing. Stock levels are monitored on a weekly basis and kits are distributed accordingly.

(3) There are no additional officers being trained.
(4) The Forensic Science Laboratory (FSL) has the necessary resources and processing capacity (equipment, consumables and forensic analysts) to analyse all collected buccal samples (Reference index samples), as mandated by section 36D(1) of the Criminal Law (Forensic Procedures) Amendment Act, 2013 (Act 37 of 2013).
All measures pertaining to sustaining the continuous processing of collected buccal samples have been secured through long fixed-term contracts, to support the maintenance/ service/ repair of the specialised equipment and acquire consumables for processing.
The work will be processed in the following manner:
- New incoming and backlog workload purification is proceeding, to ensure targeted customer focus prioritisation for processing, and the following category of exhibits, has been concluded.
- Sprinter category – Reference index exhibits with a timeline of August 2022, with the expectation of not having more than 10% backlog on hand, compared to the total number of entries received by the FSL, in this category.
