Human Settlements
With regard to the “Help me buy a house” subprogramme in the Finance-linked Individual Subsidy Programme (FLISP):
(a) What are the criteria for those who would like apply for the programme, (b) can a copy of the business plan for the relevant programme be made available and (c) how much funding has been allocated to this programme in the 2022/23 financial year?
(a) Only applicants that meet ALL of the following criteria are eligible for this subsidy:
- The applicant is a South African Citizen (≥18years).
- The applicant is legally competent to contract and of a sound mind.
- The applicant or spouse has not previously received a housing subsidy from any sphere, arm or entity of government.
- The applicant or spouse has not previously owned a house.
- The gross monthly income of the applicant’s household must be within the range as may be determined and updated by the Minister of Human Settlements from time to time.
(b)(c) There is no business plan for the programme and applicants are assisted on a first come first served basis. An amount of R130 million has been set aside for the new financial year which equates to approximately 1478 subsidies. Notwithstanding the funding reserved, my department has also entered into an agreement with the National Implementing Agent, namely National Housing Finance Corporation (NHFC) for additional funding. The additional amount availed during the 2021/2022 financial year equated to R70 million of which R46 million was spent for the period 01 October 2021 to 31 March 2021.
Negotiations to extend the agreement and amount to be availed for the 2022/2023 financial year is currently being negotiated.
