Whether his Department is implementing any strategy and/or programme or project with municipalities in the area of Local Economic Development; if not, why not; if so, (a) what are the relevant details, (b) including the (i) name, nature and latest report of the strategy and/or programme or project, (ii) budget allocation and the contributors, including the area of funding, (iii)(aa) name of the municipality and/or municipalities and (bb) direct institutional structure that implements the strategy and/or programme or project, (iv) coordination mechanism of such a strategy and/or programme or project, including the role clarification of those involved, (v) role of the private sector and the participation of the respective local communities in the stages of the strategy and/or programme or project, if defined and provided for, and (vi) role of the provincial Department of Local Government in the respective strategy and/or programme or project?

Answer Body: 

Department implementing any strategy and/or programme or project with municipalities in the area of Local Economic Development:

The Department, along with the other sector departments in the Western Cape Government renders support to municipalities through the Joint District and Metro Approach [JDMA]. The Department is active in supporting all the districts in this regard.

This means that all five districts and its local municipalities have been assisted by the Department with support:

  • around their development and implementation of their economic recovery plans,
  • with the JDMA Implementation plans that includes a clear focus on economic development and growth aspects.

Further, as municipalities are preparing to plan and finalise their 2022/2023 Integrated Development Plans [IDPs], specific municipalities are requesting assistance from the Department with support towards the finalisation of their new LED strategies being developed.

The scope of local economic development is wide and can include all economic development efforts in a locality. The additional information required is presented in a tabular form.

Hessequa Kwanokuthula Business Hub

The Kwanokuthula Business Hub [Riversdale] - the opportunity to expand on a small-scale project, to construct business units in the hub to support more light industrial type of businesses.                                                                                                                                                                                                                                                                                     Also, the Riversdale Driving Test range is an existing piece of municipal land, which driving schools are utilizing to use as a testing range for their clients.

The project involves the purchase of refurbished containers and seedlings for urban niche products along the containers.                                               This includes the Wolwedans market site upgrade that entails the construction of refurbished containers to accommodation small businesses

Cape Winelands District and its local municipalities

The Department, the Cape Winelands District and its local municipalities

Seda, the Department & the Garden Route District Municipality signed an MoU as joint partners to implement the project

District-level Business Network Project that illustrates private-public collaboration that improves the ease of doing business. Deliver a district level ecosystem initiative with local private sector players [like local business chambers, organised business, or sector-specific bodies, etc.] to ensure support for business is extended in regions and/or a more enabling environment for economic activity to be cultivated

Under the auspices of the JDMA, the Business Economic and Tourism [BET] Cluster implemented the project
