(a)  What is the number of mass murders that took place in the province per month in (i) 2019, (ii) 2020 and (iii) 2021, (b) what was the motive for the killings, (c) in which areas did the incidents take place, (d)(i) what is the number of fatalities per incident and (ii) what is the breakdown by (aa) age, (bb) race and (cc) gender, (e)(i) what measures have been put in place to respond to these murders and (ii) how does the Safety Plan address these and (f) what are the (i) successes and (ii) failures of the Safety Plan from its inception to date?

[e]   [i]    Integrated, intelligence driven operations are conducted in hotspot areas, aligned to an operational plan. A focused targeted approach is implemented at problematic stations as well as stations with high gang violence.

       [ii]    High visibility patrols, increased VCP’s and stop and search operations are conducted to target firearms, drugs liquor and dangerous weapons.

 [f]    [i]    In comparison to the previous financial year, there are increases in arrests for murder, illegal possession of firearms as well as drugs.

       [ii]    There is limited access to some of the problematic areas due to the poor infrastructure. This hampers patrol vehicles from conducting high visibility patrols.

THE ACTING MINISTER OF COMMUNITY SAFETY TO REPLY:

5.      [e]   [i]    In partnership with the City of Cape Town [CoCT], the Department launched the Law Enforcement Advancement Plan [LEAP] which aimed to deploy 1 000 law enforcement officers by the end of 2021 in the crime hotspots for enhanced law enforcement capacity and to support the SAPS. The areas where these mass murders occurred all form part of the said deployments.

                 [ii]    The objective of the Western Cape Safety Plan is to halve the murder rate in the province over the next ten years via integrated law enforcement, social cohesion and urban design interventions. These interventions are based on data and evidence and is designed at addressing the challenge of violence holistically.

 [f]    [i]    To date a total of 1 102 LEAP officers have been appointed in terms of the LEAP. The decrease in the murder rate in the Western Cape for the last two quarters is the biggest indicator of success. The LEAP officers confiscated 161 firearms, searched 415 434 persons, confiscated 918 dangerous weapons, confiscated 18 987 liters of alcohol and conducted 4 546 joint operations with SAPS.

        [ii]        All the interventions mentioned in paragraph 5[e][ii] have been implemented to a certain extent, some more advanced than others. It is therefore difficult to identify any failures of the Western Cape Safety Plan up to date.
