What criteria are used when learner transport contracts are approved?

  1. The bid must be compliant with the requirements, conditions and criteria which include:
  1. Active registration on the Western Cape Supplier Database; - service provider
  2. Completion in full of the bid document; - service provider
  3. Submission of a schedule of available roadworthy vehicles which offer a seat for every learner;
  4. Submission of valid licence and roadworthy certificates of the vehicles intended to be used. These vehicles must be registered in the bidder’s name or a lease agreement must be completed and signed by all parties in the agreement and submitted with the bid document;
  5. Submission of a tariff per learner per kilometre per day for each year of the contract period; and
  6. Indicate how the price is constituted (the maintenance costs, overheads and profit margin);

The ability of the bidder will be measured against past experience. These are the due diligence requirements of the Treasury.

Having complied with the requirements and evaluation criteria the bids will be allocated preferential points based on the lowest acceptable bid. Preferential points will only be included if claimed by the bidder. The bid which scores highest in the total of preference points will be awarded the bid. Points are allocated in terms of price and BBBEE points (of which valid, original or a certified copy of a BBBEE certificate must be submitted).

This only refers to the service providers.

Learner transport, as far as is reasonably practical, will be provided to all registered learners in ordinary public schools in the Western Cape, provided that –

 

  1. they reside in a geographical area that qualifies for the learner transport;
  2. they reside five kilometres or further away from an ordinary public school; closest to where they live;
  3. there are ten and more learners to commence a scheme;
  4. they do not pass a suitable ordinary public school;
  5. there is no public transport at their disposal;
  6. they do not receive any transport or hostel bursaries; and
  7. such learner transport is approved by the Head of Department.

Learner transport will be provided, as far as is reasonably practical, to

Grade R learners enrolled in an ordinary public school in rural areas in the

Western Cape, or who attend ordinary public schools in areas where there

are existing learner transport schemes operating.
