What will the National Development Plan outcomes be when implemented by his department for the (a) 2014/15, (b) 2015/16, (c) 2016/17, (d) 2017/18 and (e) 2018/19 financial years?

My Department’s 5-year strategic plan is aligned to the National Development Plan (NDP) and the Medium Term Strategic Framework in the following ways:

  • INFORMAL SETTLEMENT UPGRADE

Accelerate informal settlement upgrade as a core delivery programme with a view to addressing the basic service backlog by 2026.

  • INCREMENTAL HOUSING 

Promote incremental housing through empowering citizens and providing targeted support with a view to facilitating real improvements in formal settlements over time. 

  •   AFFORDABLE HOUSING - RENTAL AND OWNERSHIP

Enable and facilitate a major increase in affordable housing opportunities through partnerships to address the challenge that poor households earning between R 3 501 and R 15 000 experience in being able to access housing opportunities.

  • GOVERNANCE

Improve inter-governmental settlement planning and management in order to achieve better located, higher density settlement patterns and improved service delivery.

  • INSTITUTIONAL CAPACITY

Consolidate an efficient and effective provincial Human Settlements department that is able to lead and manage delivery process.

My Department has a long-term housing pipeline but actual delivery will be based on funding in line with DORA from the National Department of Human Settlements.
