(2) (a) whether the total budget for the projects were spent in each year; if not, why not, (b) how was such budget used, (c) what progress has been made with the implementation of the transversal projects and (d) the spending on each?

[a] There were no transversal projects budgeted for in the 2012/13 financial year as the first transversal projects were only identified for the 2013/14 MTEF.

In the 2013/14 MTEF Budget, the Provincial Parliament approved a number of special ]transversal] projects ]hosted within Vote 3, Sub‑programme 2.5 aimed at promoting effective and efficient management, coordination and cooperation] with the following budgets:

In the 2014/15 MTEF Budget, the Provincial Parliament approved the continuation over the 2014 MTEF of a number of transversal projects, created in 2013/14 ]hosted within Vote 3, Sub‑programme 2.5] as the transversal mechanism to give effect to specific Government policy priorities to support the outcomes of the Provincial Strategic Objectives ]PSOs] and the provincial budget policy objectives as set out in the 2014 - 2017 WC MTBPS, i.e. to contribute to improving the effectiveness and efficiency of government services, with the following budgets:

[a] [i] 2012/13: not applicable as there were no transversal projects budgeted for in the 2012/13 financial year
[ii] 2013/14: the funding budgeted for in the 2013/14 main budget was distributed as part of the 2013/14 adjusted budget process and /or reallocated the new 2014 MTEF to the relevant votes for implementation.
These funds only become accessible to applicable Votes subject to proper costing, cash flow, roll-out, prioritisation and credible business and implementation plans.
]iii] 2014/15: not applicable, current financial year and allocation to specific Votes will only be appropriated during the 2014/15 Adjusted Estimate process and future MTEFs.
[b], [c] and [d] Steering and HOD Committees have been established to coordinate the implantation of the various transversal projects. Committees have been established with the process being led by the following Accounting Officers:

It is deemed more appropriate that specifics in relation to ]b], ]c ] and ]d] i.e. total expenditure inclusive of what progress has been made with the implementation of the transversal projects and the spending on each would be more suitably answered by the respective lead accounting officers ]as indicated above] who has been tasked to coordinate and lead the implementation of these projects.
