(a) What are the reasons for the approval of the mixed use development on Langverwacht farm in Kuilsriver, (b) when was the first application submitted for this project, (c) when was it approved, (d) who are the (i) developers, (ii) funders and (iii) beneficiaries intended for the project, (e) what are the recommendations tabled by the officials, (f) what is his final decision, and (g) how are the concerns raised about the development going to be attended to?

PLANNING APPROVAL

The City of Cape Town is the competent authority for deciding on municipal land use applications. An application in terms of the Land Use Planning Ordinance, 1985 (Ordinance 84 of 1985 – LUPO) would therefore Be required. Any further detail on such an application (if submitted) is available at the City.

ENVIRONMENTAL AUTHORISATION

  15. (a)    No decision has yet been made by my Department on the granting of environmental authorisation for listed activities in the Langverwacht development in Kuilsriver.

(b)    The application for environmental authorisation was received by my Department on 29 November 2012.

(c)    The application is still pending with my Department. The Department is awaiting the Final Environmental Impact Report (“EIR”) from the applicant.

(d)    (i) Developers: Galencia Property (Pty) Ltd

         (ii) Funders: Galencia Property (Pty) Ltd

         (iii) Proposed beneficiaries: Private buyers/tourists

(e)    The application is still in process, and no recommendations have yet been tabled.

(f)     No final decision has been taken.

(g)    Concerns raised must be addressed in the Final EIR, and will be evaluated against the principles of Chapter 2 in the National Environmental Management Act (“NEMA”) as well as other relevant guidelines and legislation.
