What will the National Development Plan outcomes be when implemented by her    department for the (a) 2014/15, (b) 2015/16, (c) 2016/17, (d) 2017/18 and (e) 2018/19    financial years?

Premier:

The Western Cape Government (WCG) supports most of the National Development Plan (NDP).  The first five-year plan of the NDP is the Medium Term Strategic Framework (MTSF), which covers the period 2014-2019. Within the MTSF, three National Outcomes are specifically applicable to the Department of the Premier, although all are relevant:

  • National Outcome 3, especially in relation to Sub-Outcome 7: Corruption in the public and private sectors reduced
  • National Outcome 6,  especially in relation to Sub-Outcome 5: Expansion, modernisation, access and affordability of our information and communications infrastructure ensured, Action 1: SIP 15: Expanding access to communication technology (Broadband)
  • National Outcome 12, especially in relation to the following Sub-Outcomes:

       (a) A stable political-administrative interface

       (b) A public service that is a career of choice

         (c) Sufficient technical and specialist professional skills

         (d) Efficient and effective management and operations systems

         (e) Procurement systems that deliver value for money

          (f) Increased responsiveness of public servants and accountability to citizens

         (g) Improved inter-departmental coordination and institutionalisation of long-term planning

         (h) Improved mechanisms to promote ethical behaviour in the public service

The WCG is preparing a Provincial Strategic Plan 2015/16-2019/20 in line with the NDP, MTSF and the OneCape2040 Vision. The Department of the Premier’s current strategic planning and annual performance planning processes are taking these plans into account. The Department of the Premier’s Strategic Plan and Annual Performance Plan have not yet been finalised and it would be premature to go into detail.

In my State of the Province Address in February 2015, I will outline details regarding the Provincial Strategic Plan.  In March 2015, the Department of the Premier’s Strategic Plan 2015/16 -2019/20 and the Annual Performance Plan for 2015/16 will be tabled in the Provincial Parliament.
