Whether the effective delivery and maintenance of infrastructure by municipalities are (a) promoted, (b) supported and (c) monitored by his department; if not, why not; if so, what are the details hereof transversally and in particular for each municipality?
The effective delivery and maintenance of infrastructure by municipalities are transversally (a) promoted, (b) supported and (c) monitored by Provincial Treasury, in concert with the Department of Local Government, utilising, in the main, the budgeting and in-year monitoring of infrastructure expenditure processes. The expenditure outcomes are reported to Provincial Parliament and gazetted in the Provincial Extraordinary Gazette, on a quarterly basis. The intention over the new MTEF period is to commence with the roll-out of the Infrastructure Delivery Management System (IDMS) in municipalities in the Western Cape which will be based on the same principles as the WC IDMS in provincial departments. On a national level, the National Treasury has already commissioned a task team to review and adapt the provincial IDMS for application in the municipal environment and a pilot study is currently underway in the eThekwini Municipality.
