[a]How many informal settlements in the City of Cape Town were identified by his
Department in 2009/10 as being located below the flood line; [b] for each [i]
what are the details of the settlement, [ii] what steps have been taken to place these people in viable geographical areas, [iii] the number of households affected, [iv] the area identified where they can be relocated and [v] the progress made with the relocation process and [c] what budget allocation was made by his Department to relocate these communities?
[a]The City of Cape Town identified 45 informal settlements with varying levels of flooding throughout the City, during the period 2009/10, as depicted below.

Of these settlements the worst affected settlements, representing 2101 informal structures, were singled out for attention under the Emergency TRA project [those highlighted on the list]. These settlements are in the Khayelitsha and Mfuleni areas.

Total number of sites proposed TRA’s 1774
Five sites were subsequently identified by the Land and Forward Planning Department for development as Temporary Relocation Areas [TRAs], namely:
- Erf 18370 Khayelitsha, potential yield 532 opportunities;
- Erf 38552 Khayelitsha, potential yield 312 opportunities;
- Erven 2138 & 2148 Khayelitsha, potential yield 242 opportunities;
- Erf 996 Eersterivier, potential yield 304 opportunities;
- Erf 952 Mfuleni, yielded 384 opportunities.
In total the 5 sites would have yielded 1774 opportunities.
A comprehensive Public Participative Process [PPP] was followed where the Sub Councils, Ward Councillors, benefitting communities, and host communities were engaged and negotiated with through a series of community meetings.
Although ‘buy-in’ was obtained from all host communities, the City was only able to construct 1 TRA, namely the one on erf 952 Mfuleni, which yielded 384 opportunities. In the other 4 sites the NIMBY factor was, despite the protracted PPP, prevalent and effectively stopped the City from constructing the TRAs. On 2 of the sites the civil engineering contractors who were appointed to do the construction work were stopped by the communities and the City had to cancel these contracts, whilst it was not possible to commence with construction on the other 2 sites.
[c]The total budget made available for the 5 TRAs was approximately
R 27, 7 million for civil engineering works and R 66, 2 m for top structures.
