Agriculture, Economic Development and Tourism
(1) Whether the Western Cape Liquor Authority’s Social and Education Fund has been established; if not, why not; if so, (a) what current programmes are in place to educate the public on the effects of alcohol abuse and (b) where are these programmes currently running;
(2) whether any research to measure the success of these programmes are taking place; if not, why not; if so, what are the relevant details?
The Social and Education Fund has been established. The Western Cape Liquor Act 4/2008 as amended allows for the establishment of a Social and Education Fund (SEF) to:
• combat the negative social consequences of the abuse of liquor;
• educate persons engaged in the sale and supply of liquor; and
• educate the general public in the responsible sale, supply and consumption of liquor.
The fund has been allocated R539 000 for this financial year.
It includes awareness sessions with liquor licence holders and residents. For the education sessions with liquor license holders, a training manual for licence holders is currently being printed. The Authority has undertaken education sessions with communities – see enclosed schedules for the sessions as well as schools. During the community sessions, a drama showcase was done portraying the consequences of the abuse of liquor. These sessions are further utilised as a platform to educate the communities on the public participation process for liquor applications.
(a) The following programmes were put in place to address the negative consequences of liquor abuse and to educate the public and roleplayers in the industry on the responsible sale, supply and consumption of liquor:

• Method: Television - CTV (youth show) - getting the youth involved
• Target: Youth and communities – 16 shows (15 minutes slots) over four months covering different topics on social ills of liquor

advice, Sobriety episodes (braai without liquor while listening to an rehabilitated person).

(2) We are planning to conduct research on the overall impact of liquor legislation. At this stage, due to budgetary constraints there is no specific research to measure the impact of the Social and Education Fund. Given the anecdotal feedback we have received from the communities we have engaged with and the industry, our programmes have a notable impact. This feedback is received through our call centre that handles a large volume of administrative and technical enquiries.
