3.       Yes, the department obtains the services of private security for schools via the Safe Schools programme and at our Education District Offices, the Cape Teaching and Leadership Instistute and during the marking process for the National Senior Certificate.

 

The WCED’s Safe Schools programme makes limited funding available to schools to subsidise additional security for short periods during school holidays and when emergency security is needed.

 

Safe Schools provides this funding according to criteria based on the number of incidents reported to the Safe Schools Call Centre from the areas concerned, and statistics from the South African Police Services.

 

Safe Schools uses this data to determine risk levels in each area, namely low, medium and high.

 

School Safety Committees appointed by School Governing Bodies are responsible for appointing security companies for additional holiday and emergency security, according to the risk levels concerned.

 

Subsidies depend on the nature of the service required, for example, for either 12 or 24-hour shifts, and the length of the holiday. The subsidies can vary from R2 000 to R5 000 depending on the length of the holiday concerned. The main aim of holiday security is to prevent damage to buildings.

 

The department funds emergency security when security infrastructure has been breached or damaged. Security is then appointed for a period of two weeks whilst the security infrastructure is restored.

 

There are instances where the period of two weeks is exceeded, as in when the restoration process has not yet been completed. The subsidy allocated for two weeks emergency security is about R8 000.

 

This allows for two guards to be deployed at the school. The selection and appointment of emergency security is the same as in the case of holiday security. The main consideration for the deployment is to protect life and limb.
