- What are the details of the updated land audit for the Western Cape, include details for all vacant parcels of land owned by the (a) national government, (b) provincial government, (c) parastatals, and (d) municipalities, for each property include the (i) erf number/s, (ii) the size of the land parcels, (iii) the physical address, (iv) ward number, (v) the current land use zoning and (vi) the estimated market value;
- Whether he will provide a copy of the updated land audit for the Western Cape?
The Western Cape Government (WCG) did not conduct a land audit. A Land Audit was conducted by the Department of Rural Development and Land Reform (DRLDLR) and in particular the Office of the Chief Surveyor General (OCSG). A copy of the Land Audit Booklet is attached. The Booklet is available on the website of the OCSG. The Department of Transport and Public Works (DTPW) does not have access to the requested detail and it is proposed that the honourable member approach DRDLR for the information.
DTPW in conjunction with the National Department of Public Works (NDPW) and the DRDLR, performs an annual verification process of all land that belongs to the WCG.
(a) In terms of the National Treasury Sector Guide for the Disclosing of Immovable Assets, each Custodian of Immovable Assets is responsible for maintaining an Immovable Asset Register for all land that falls under its custodianship. Although there is a close working relationship between the DTPW and the NDPW, the DTPW is not in a position to provide information on the immovable assets of NDPW. It is proposed that the NDPW be approached in this regard.
(b) The DTPW records information on its properties in the Immovable Asset Register in accordance with the requirements of the National Treasury Sector Guide for the Disclosing of Immovable Assets. A schedule with all available information pertaining to vacant land parcels is attached. The following information: “(iv) ward number, (v) the current land use zoning and (vi) the estimated market value” is not a requirement at this stage and is therefore not included.
It should also be noted that the Department of Human Settlements is the custodian for all Housing Board land and that Housing Board land is thus not included in the attached document.
(c) The DTPW does not maintain any information on the immovable assets of parastatals.
(d) The DTPW does not maintain any information on the immovable assets of municipalities.
