No officials were seconded from municipalities, but staff were seconded to municipalities during the past two years. See table below:

In the period that preceded the secondment of Mr Paulse in December 2012, the Municipality experienced civil unrest. By agreement between the Provincial Minister responsible for Local Government and the then Minister of COGTA, staff from both Province and DCOG were seconded to support the Municipality in relation to its governance and financial challenges. The post of Municipal Manager was vacant and it was agreed that
