Whether any officials have been temporarily seconded from or to any municipality by his department during the past two years; if so, (a) in which positions were such appointments, (b) which municipality had been involved, (c) for what period, (d) what were the reasons that such staff have been seconded, (e) what were their qualifications and (f) what was the cost involved?

Answer Body: 

No officials were seconded from municipalities, but staff were seconded to municipalities during the past two years. See table below:

In the period that preceded the secondment of Mr Paulse in December 2012, the Municipality experienced civil unrest. By agreement between the Provincial Minister responsible for Local Government and the then Minister of COGTA, staff from both Province and DCOG were seconded to support the Municipality in relation to its governance and financial challenges. The post of Municipal Manager was vacant and it was agreed that
Mr Paulse be seconded.

 

 

Supporting the Acting Municipal Manager

 

To assist and resolve the water crisis and related matters at Kannaland Municipality.
