Whether his Department and the South African Police Service have signed a Memorandum of Understanding relating to the implementation of the recommendations of the O’Regan Commission; if not, why not; if so, what are the relevant details?

 

Answer Body: 

A draft Memorandum of Agreement (MOA) was sent to the office of the Provincial Commissioner on 15 October 2014 and in respect of which comments and input from the Provincial Commissioner and SAPS was invited so that same can be finalized. The Department then received a report from the National Minister of Police dated 19 December 2014 to which an unsigned copy of the same MOA was attached without any comments or input. This prompted the Premier to write a letter to the National Minister of Police on 11 February 2015 requesting feedback and prompting the Minister to have MOA signed or to provide the requested comments or input. To date the department has not received any feedback in this regard and the MOA therefore remains unsigned.
