(1)        With reference to the construction of Willemsvallei Primary School in Porterville;

(a)       which contractor was originally appointed to conduct the construction,

(b)       what was the total contracting (tender) amount and

(c) how much has been paid to date;

(2)        whether more tenders were awarded to the same contractor; if so, what are the relevant details;

(3)        whether any steps have been taken to ensure the speedy finalisation of the Willemsvallei Primary School and any other construction projects in which this contractor was involved in; if not, why not; if so, what are the relevant details?

Answer Body: 

(a)       CF PROJECTS CAPE (PTY) LTD trading as Filcon Projects was originally appointed to construct the school.

(b)       Total contract (tender) amount: R 36,014,326-83 VAT included.

(c)       Total amount of R 22,337,571-35 VAT included paid to CF Projects Cape.

(2)        No. However the following two projects were also included in the original tender for construction of the three schools, in the contract awarded to the mentioned contractors, namely, Parkview Primary School in Atlantis and Wesfleur Primary School in Atlantis

(3)        Yes. The Department of Transport and Public Works in concurrence with the Western Cape Education Department recommenced with the construction of the three projects.

(a)       The Department implemented limited bidding supply chain procedures with a bid closing date of 25 August 2014.

(b)       A contract to the amount of R 116,641,959-58 was awarded on 13 November 2014 to the contractor HAW & INGLIS PROJECTS (PTY) LTD.

(c)       The three project sites were handed over to the contactor on 8 December 2014 for construction to recommence.

(d)       The expected completion date calculated in terms of the contract for the schools mentioned is by the end of September 2015.

(e)       Construction works at the various sites have proceeded as planned and status by 19 February 2015, expressed by value of total works completed on the three sites, amounts to 19% of the total value of the contract.
