(i) 2013/14 and

(ii) 2014/15 financial years,

(b)       what are the

(i) amounts of the tenders and

(ii) money spent for the latest specified date for which information is available,

(c) what is the status of each school and

(d) what are the completion dates for each school;

(2)       whether the construction/completion of each school is on schedule:

if not, why not;

if so, what are the relevant details?

 

Answer Body: 

(1)      

(a)       Number of schools under construction during financial years by:

(i) End 2013/14:

            43 Schools

(ii) End 2014/15 excluding February and March 2015:

            53 Schools

(b)       (i) Total value of contractually adjusted tender amounts for financial year:

  • 2013/14:

R 1,680,691,000

  • 2014/15:

R 2,146,589,000

(ii) Expenditure for financial year:

  • End 2013/14:

R 415,826,000

  • 2014/15 including February and March 2015:

                        R 716,101,000

(c)       Progress status of each school by:

End 2013/14:

  • 12 Schools progressed through technical planning - and provisioning stages, ready for commencement of construction during 2014/15.
  • 46 Schools progressed further with construction during the year.

2014/15 excluding February and March 2015:

  • 15 Schools as follows: 3 Schools proceeded from construction to Practical Completion, while another 8 proceeded to Works Completion and 4 into Final Account stage.
  • 43 Schools progressed with construction during the course of the term.
  • Subsequent to cancellation of 9 initial contracts of above schools due to various causes, the projects are currently being completed by replaced contractors. The 10th school contract was cancelled during December 2014 and recommencement is currently being planned.

(d)       Currently expected completion dates for each school:                       

End 2014/15:

  • 10 Schools are currently scheduled for Practical Completion during the course of February and March 2015.

For 2015/16 the following schools are currently scheduled for Practical Completion:

  • 7 Schools during the course of the first quarter.
  • 18 Schools during the course of the second quarter.
  • 4 Schools during the course of the third quarter.
  • 2 Schools during the course of the fourth quarter.

For 2016/17 the following schools are currently scheduled for Practical Completion:

  • 2 Schools.

(2)       Construction/completion of each school as scheduled;

  1. Deviations with causes:
  • 15 of the 43 schools in construction are currently subject to schedule deviations.
  • The main causes for deviations of 10 of abovementioned schools are summarised as follows, for which various mitigating measures are continuously implemented:
    • Inclement weather and delays outside control of contractors
    • Local authority service installations
    • Additional scope of works and phasing
    • Community strikes and interventions
    • Sub-contractors and workmanship
    • Contractors’ resources
  1. Progress as planned:

28 Projects are currently progressing according to schedules as planned.
