Question Body:

What will the National Development Plan outcomes be when implemented by her department for the (a) 2014/15, (b) 2015/16, (c) 2016/17, (d) 2017/18 and 2018/19 financial years?

Answer Body:

The National Development Plan is endorsed by the WCG as a long-term vision and plan which provides overarching goals to be achieved by 2030.

The Department’s contribution to the NDP will focus mainly on how to reduce poverty and social exclusion by enabling citizens of the Western Cape to participate in economic, civic and social norms that integrate society, thereby promoting social inclusion and a culture of active citizenship (as indicated in Chapter 15 of the NDP).

The outcomes that will contribute to the realisation of the NDP in this regard are:

1. Arts, Culture and Language:

  • Ensure that all cultures are respected
  • Ensure that multilingualism will be promoted as a means to build social cohesion and encourage nation building
  • Ensure the promotion of programmes which advance knowledge of other cultures
  • Ensure support to the arts sectors as a means to promote healing and nation building
  1.  Sport and Recreation:
  • Creating access for all
  • Creating excellence in sport commensurate with our size, resources and population
  • Ensure that school sport is adequately resourced
  • Ensuring adequate provision of sport facilities, and Recreational opportunities

This will be taken up in the Provincial Strategic Plan for the current term of office. The 2014-2019 planning cycle will be viewed as the first in a series of five-year planning cycles that will advance the goals of the NDP. This planning process will play a vital role in bringing the vision and proposals contained in the NDP to life and breaking it down into medium and short-term plans.
