Question Number:
10
Question Body:
- How much does it cost to run the Rocklands Mitchell’s Plain Youth Café;
- whether there are any plans to build Youth Cafés in informal areas; if not, why not; if so, (a) what are the details and (b) the sustainability plan for them?
Answer Body:
- The operating cost to the Department, for the Rocklands Youth Café is R90 000 per month.
- There is a plan to expand the reach of youth cafés across the Western Cape, so that youth from all communities, including informal settlements, are able to access services, opportunities and support at their closest youth café.
- Current expansion plans include Nyanga Junction, George and Oudtshoorn.
- The first Youth Café was launched just over one year ago. We have asked our Research Unit to conduct a comprehensive first year review of the Youth Cafés with a view to developing a sustainability plan. Key to this plan is seeing to what extent the Youth Cafés can be rolled out more cost effectively. This sustainability plan would also involve partnerships between DSD, municipalities and the private sector. The George Youth Café is an example of a partnership between the department and the George Municipality, whereby costs are shared in a bid to make it more cost effective for the department as the lead organisation in this regard. Furthermore we are exploring the options of co-branding and naming rights with potential partners in the private sector, while still ensuring that the Youth Café does not lose its identity as an initiative of the Department of Social Development.
