Whether the Western Cape Provincial Government gives priority to businesses owned by historically disadvantage individuals; if not, why not; if so, (a) how many businesses were awarded tenders in the 2014/15 financial year and (b) what are the details of each tender?

 

Answer Body: 

It must be noted that “historically disadvantage individuals” was the term used prior to the Preferential Procurement Regulations which came into effect from 07 December 2011. This term was replaced with “broad based black economic empowerment” as defined in the Brad Based Black Economic Empowerment Act, 2000 (Act No. 5 of 2000). In terms of the current regulations it is compulsory that tenders are evaluated in terms of the BBBEE contributor level in government tender processes and this is imbedded in the Western Cape Government policies and procedures when we procure.
