It must be noted that “historically disadvantage individuals” was the term used prior to the Preferential Procurement Regulations which came into effect from 07 December 2011. This term was replaced with “broad based black economic empowerment” as defined
- Whether he has established a task team to investigate conditions in old age homes; if not; why not; if so, (a) who are the members of the team, (b) when will the investigation be completed, (c) which institutions are/were investigated;
- whether he has received a report on the investigations; if so, what was the findings in each case;
- whether any other institution will be investigated in the foreseeable future; if not, why not; if so, what are the relevant details?
(1) Yes.
(1) (a) HEAL (Action against Elder Abuse) has been contracted. Specialists are co- opted where applicable for the investigation.
(b) Investigations are on-going. Since October 2014 two investigations were done at two private facilities.
(c) Serendipity and Huis Eberson.
(2) Two investigations were concluded and reports were received. Administrative justice process is followed on receiving report and recommendations. The institution has the opportunity to respond and if applicable a corrective plan is developed, implemented and monitored. If non-compliant action will be implemented in line with the Older Persons Act no 13 of 2006.
(3) Institutions are identified, for investigations, through the current registration process where Health Audit reports has been completed and serious compliance issues has been identified; through departments’ own monitoring processes where institutions with high risk profiles are identified and where cases are reported. The department envisage 24 investigations for the financial year 2015/16
