Whether the Western Cape Provincial Government is prioritising employment equity targets; if not, why not; if so, what are the relevant details?
The Western Cape Government prioritises employment equity as espoused in the Employment Equity Act (no.55 of 1998). This is supplemented by the following details:
- All departments have five year Employment Equity Plans which are subject to review six months prior to the expiry date of each respective plan;
- These plans identify affirmative action measures and barriers to their achievement in the workplace through workforce analysis conducted during the drafting process of the EE Plan;
- Monthly statistics are provided to track progress against the targets set in the Employment Equity Plan for each department;
- Each department has an EE Manager as appointed by the Head of Department in terms of the EE Act, with a responsibility, among others, to monitor the recruitment process (filling of posts) in terms of the demographic goals of the Department;
- The departmental Employment Equity Consultative Forums (EECFs) are functioning with a strategic goal to monitor the implementation of the Employment Equity Plan and to advise on adequate interventions to remove/eliminate employment barriers in the department.
- The EE Annual report is prepared and submitted each year to the Department of Labour as a monitoring tool for compliance with meeting equity targets per department for each financial year as published in the Annual Report on Employment Equity in the Public Service.
