What will the National Development Plan outcomes be when implemented by his department for the (a) 2014/15, (b) 2015/16, (c) 2016/17, (d) 2017/18 and (e) 2018/19 financial years?

Answer Body: 

The Department of Environmental Affairs and Development Planning [DEADP]  makes particular contributions to Chapters 5, 6, 8 and 12 of the National Development Plan [NDP] – Environmental sustainability and resilience, Inclusive rural economy, Transforming Human Settlements and Building safer Communities. 

The Medium-Term Strategic Framework [MTSF] – 2014-2019 recently approved by the National Cabinet, aligned to the NDP, sets the delivery objectives for the next 5 years under the heading of “An efficient, effective  and development-orientated public service” [pages 31 - 33 of the MTSF].

Furthermore, these contributions by DEADP will be executed in partnership with the National Departments of Environmental Affairs and Rural Development and Land Reform, all the other Provincial Departments and all the municipalities in the Province.

Furthermore, as these are ongoing initiatives it will not be possible to break the outcomes down in distinct years as requested, at this time. However the Department is currently busy with the development of its Departmental Strategic Plan for the fiscal years 2015/16 – 2019/20 [DSP] and the Annual Performance Plan 2015/16 ]APP], taking the NDP and the MTSF into account.  These plans will be tabled in the House in March 2015.  Annual targets over the next 3 years of planned deliverables will be included in the 2015/18 APP.

That said, some of the key projects and programmes that the Department will be working on over the five-year term include: the Berg River Improvement Project; Western Cape Coastal Management Programme; Western Cape Biodiversity Strategy and Action Plan; Regional Delivery Plans for the Cape Metro, West Coast and Southern Cape Functional Regions; and the WCG Regional Socio-Economic Project and Violence Prevention Through Urban Upgrading [RSEP/VPUU] Programme, in partnership with five municipalities.
